"Cowboy" Sam Steele (Marc Singer) is a Los Angeles patrolman with a na‹ve young partner, Wade (Steve Bacic), and a squadron full of trouble. It seems his immediate superior, Alexander (Michael Madsen), is leading a band of longtime renegade cops who Cowboy and Wade catch robbing a warehouse. Cowboy accepts the payoff to keep quiet, but Wade is considering going to Internal Affairs -- which would be a mistake for reasons that become clear. After his father's (Charles Durning) life is jeopardized, Cowboy decides he's had too much and heads to Alexander's hideout for a showdown.
