This nightmarish portrait of dictator Jean Bedel Bokassa who, from most accounts, frequently ate his enemies, shows Herzog at his most provocative. Bokassa seized power in 1966 in a French-supported coup in the Central African Republic, and a decade later crowned himself emperor in a ceremony of mind-boggling pomp (documented here in all its surreal excess). Bokassa's reign of terror lasted for many years, and culminated with a massacre of a hundred children. Asking "is Bokassa not the ideal symbol of the hidden face of human nature?" Herzog interviewed many of Bokassa's victims, including some of the emperor's legion of mistresses who produced for him an army of offspring.
