Bruce Robinson wrote and directed this weak crime thriller about an obsessed cop who protects a beautiful blind woman from the hands of a serial killer. Andy Garcia plays John Berlin, a burned-out Los Angeles detective recovering from a failed marriage who goes to work in the small Northern Californian town of Eureka. He joins his brother-in-law Freddy Ross (Lance Henriksen) and finds himself immediately pulled into a murder case, in which body parts are found at a local garbage dump. John examines a severed hand and determines the hand to be that of a blind person, positing that the reason the fingertips are worn is from reading Braille, and he discovers a pattern: eight blind women who were killed by .22 revolvers, all in a 300-mile radius. John decides to reopen a discontinued file called "Jennifer" and continue the investigation. When John interviews Helena Robinson (Uma Thurman), the blind roommate of one of the murdered women, John gets the lead in the case he has been looking for. But he also falls in love with Helena.
